Foxgloves are biennials Don. That means that in their first year of growth they only make big rosettes of foliage and then they flower in their second year so possibly yours are only in their first year.

The reason i thought it wasn't a fox glove was that mine at home have not even got spikes on them yet, but these look like they are going over.
