Cherry Blossom tree. Diseased? Please help.

My parents planted two cherry trees a few years ago, one is thriving and the other is having some issues. The leaves are green but curled. No sign of powdery mildew or aphids. The branches seem long and spindly with most the leaves toward the ends if the branches. There are no sores or gummy residue, no brown spots but there are some areas with what looks like brown rotted leaves and just a couple cherries that look dried and shriveled. 

The last couple years the tree has blossomed in the fall as well as the spring. And some blossoms a second time this spring. Something is clearly wrong but I haven't been able to pin it down. I had them add more dirt over the roots because I thought maybe they were getting too cold in the winter/ fall. But would that cause these ongoing issues? It doesn't sound exactly like the common cherry tree diseases that I have read about. If anyone can help it would be greatly appreciated.

    I had similar last year the brown stuff sounds like Rust.. the spinly twigs etc sound like 'Hormone damage'  From a watering can used for weed killer maybe.. 

    The Rust can be sorted with Bordeaux mixture you can buy the powder in a puffer bottle or mix the powder with water and spray all the brown stuff.. It works.. I got no problems this time around and a good amount of cherries growing well..  Give it a go..

    Great, thank you. I'll let my mom know what you said right away. It makes me sad to see it doing so poorly.
