Compost in pots going green

I have some agapanthus in 9cm pots that I have grown from seed.  They've been in there a few months now and I have them in a cold frame. 

The compost has gone all green on the top ? What am I doing wrong ?  Is it that they are getting too warm and algae growing? or is it they have run out of nutrients ?

Please could you advise how best to look after them.  I started growing them in November 2015 so they are a labour of love and want to get it right.

    Hi Peanuts. It could be that the soil is a little too wet. Its warm enough now to take the pots out of the cold frame and leave them in the garden.

    I found this if I water my pots with rain water from from my water butts, if I use it from the tap it doesnt happen.

    It is water from the tap, maybe too wet.  Will let them dry out a bit.  thank you.
