Clianthus Puniceus - Lobster Claw / Beak

My parrots beak is looking very sorry for itself. It is covered in white spots and the flowers which normally last through part of the summer have all but died and shrivelled up - the ones in the pics are better than most. Could it just be due to the rain although I don't think this explains the white spots?
The adjacent Wisteria does not appear to be affected by the white spots so I'm guessing it's not something that has come from the atmosphere? Any ideas friends? Is it just a question of wait and see?

Do any of you kind folks have any diagnosis or suggestions for my sickly plant?
Thanks for your reply Philippa. It would appear the plant is still in a mode of deterioration!
Before (Dec '15) and today Pics.
Interestingly the OH said that she recently cleaned up a load of similar white marks off the patio table and on closer inspection the adjacent Wisteria does have some similar but nothing like to the same level so I'm wondering if there has been some kind of pollutant come down with the rain.
Anyway I'm guessing it's a case of wait and see unless there's something I could do to help? Be a shame to lose it.
Thanks for taking the time again to reply Philippa. Having looked closer again at the plant I am now convinced it is the 'fallout' which is causing the problem as there is one branch which protrudes in under a covered pergola which has no white spots and is still lush green and healthy looking. Unfortunately the white 'spots' don't easily wash off so I think it's had it.
I guess my question is should I cut it back now as I assume whatever is on the leaves is slowly being absorbed throughout the plant so a hard prune now might stop it carrying on throughout the plant? What do you folks think?
