Salix (?) not in leaf unsure why

I have two 10 year old trees in my front garden that I think are Salix. Both trees were in leaf last summer but this year whilst one is now in full leaf the other is still almost bare apart from very small unopened buds. Has anyone come across a similar problem in their own garden and any advice would be much appreciated.

Hi PabPab40. Is it possible for you to put a picture up to help with identifying what may be the problem.

They look like Salix Kilmarnock and its hard to see what the problem is. A lot of posts on here have spoken about unopening buds on various plants. Maybe the tree has just died.
