ID and advice

This beautiful shrub is growing in my neighbour's garden. What is it and why are some of the leaves not variegated? Can they be left there or should he prune them out?

    It looks like weigela variegata. Some of the foliage has reverted to plain green and if this is left, the rest of the plant will follow.

    I had one that did this and decided that I prefered the plain version, so I tok a cutting off the green stem and once it was growing ditched the original!

    The variegation on that one is quite dainty though and looks pretty: mine had wide creamy yellow edges that did nothing for the pale flowers.
