Bush ID and can I chop it to promote growth?

These 2 bushes had a great big Conifer growing in the middle of them so they are brown in places and look really messy. Should I give them a brutal chop to promote even growth?

    Skimmia

    Skimmias as a rule require little or no regular pruning because they naturally form dense, compact shrubs. However, lopsided growth and wayward shoots can be pruned back after flowering, if necessary. Neglected plants also can be cut back hard in spring, but are probably best replaced with a young, vigorous specimen.

    I found this on the crocus website but if I were you I'd tidy back the scrawny bits maintaining the shape as best you can and hope for the best, I gave mine a pretty brutal trim a few years ago and they were fine. 

    Don't rush out just yet in case somebody disagrees with me.
