Plant ID Regent's Park

Sorry for the poor quality of the first photo and graininess of the second. Does anyone know what this plant is (circled in red in second photo)? I saw it in Regent's Park, London, and it is so beautiful. They have it everywhere. It is quite tall and has dark green leaves with light green circular things at the end. If can't see I'm going back next week and will get some better photos.

    It looks like Euphorbia Wulfenii.

     I just found out these are poisonous and the sap is toxic!

    The sap can cause burns on uncovered skin, but not really a problem, if you wear gloves.

    I have them in my garden, lovely in spring. Has never caused me a problem, I don't eat them and I wear gloves when cutting them down!
