Dahlia / chocolate cosmos advice
I've got a single Bishop of Llandaff rescued from soggy ground last year (didn't do very well and the other tubers rotted), overwintered in compost, been in a cold frame in a pot for 6 weeks or so with no signs of life until last week, now have a few shoots. I assume at this stage I start watering it / take cuttings if possible / plant out in a few weeks?
Secondly, there's a 'chocolate cosmos' also overwintered that was shooting a few weeks ago but now have blackened and not seeing any evidence of growth. Same as the Llandaff - in a cold frame currently. Should I bring it inside to try to encourage it? Hasn't been watered so far.
Finally, I have three Bishop of York tubers purchased a couple of months back that I put into pots and are also in the cold frame. No sign of growth in any of them. Haven't been watered either. Should these be brought in too?
Bearing in mind I'm 'up north' in Leeds I assumed growth would be behind lots of the rest of the UK (ok maybe not Scotland!), but does lack of growth sound worrying?

I have three pots from last year in my greenhouse (kept in garage over the winter). Two are growing well and one hasn't appeared at all, which I suspect has bitten the dust. Mine have been growing for much longer than a week so it'd probably be worth waiting a little longer in case they're just behind.
I'd get them somewhere consistently warm, inside if you can spare the space, or a greenhouse if you have one.
