I think it's nice to have shrubs just touching, then under plant with herbaceous plants or if it's a small area put in bedding plants to fill the gaps. As the shrubs mature and grow larger the less bedding plants needed, then if your like myself after a few years you take them all out and start again
I suppose I've got a slightly skewed view of groundcover plants as my neighbour has them and they are pernicious weeds in my garden. I spend for ever pulling out the seedlings or runners. They also have an aggressive type of geranium which means I can't allow the more civilised versions to seed because I can't identify them.
