Urea contains lots of nitrogen.
The litter itself is usually rolled clay and as such has high c.e.c
But no.
You don't want used cat litter near your edibles.
The cat litter I use is essentially pelleted sawdust. I add it to the compost bin in the same way as woody shreddings between 'green' layers. Soon composts down.
I wouldn't add the clay stuff though.

It's safe for fish tanks once it has been rinsed so I'm not seeing what harm it would do. The odour neutralising free stuff of course.The clay is clay and the wee is no worse than putting manure on your rhubarb. I usually rinse it off before I add the crumble and custard.
