Is there a rule of thumb for which plants are all the better for being given the Chelsea chop or is it simply all perennials?

Thank you for the link Bob - very informative and reminded me what a rotten spring we had in 2013. Verdun, do you chop your geranium Rozanne? Mine aren't doing much yet and as they were only planted last year I'm afraid of offending them.
