Shrub identification

Can anyone identify this evergreen shrub? image

    I think it's a hebe, maybe Hebe salicifolia.

    Thank you. However, it doesn't flower. It's just like this all year round so perhaps it is something else?

    perhaps it is, but all shrubs flower, that's how plants reproduce naturally, maybe it will flower this year.

    I'd agree with H. Salicifolia. It looks very potbound which might stop it flowering.

    Thanks. It has just been put in the pot as I rescued it. The builders on our development have used these as front garden shrub borders. I have a few as they were being bulldozed. The first house on the development has them but they have never had flowers but are quite big now. Hope they are HF as they look beautiful in flower!
