Silver birch leaves around top only

Hi - i know there are silver birch experts on here - my young trees are about 7ft. Just come into leaf in very sunny scotland, but leaves round the top and middle only.  The bottom branches are bare.  is this normal or are they stressed? 

I have probably not looked after them really well, but i am willing to make amends.
