Ugly Fence!

We have a 4.5 foot high wooden picket fence separating our garden from the neighbours, and my partner and I are disagreeing about what we should do with it! I want to plant climbers and other fairly large plants, but my partner doesn't want them to go through to the neighbours for fear of them being annoyed. The fence is roughly 20 feet long, and we want it to look good obviously. Any and all suggestions would be greatly appreciated!
