Tomato leaf damage

hi I have only recently noticed these marks on one tomato plant I am currently keeping on a window sill with other plants, I can only see damage to this leaf which was also touching the window, does it look like insect damage?

    Also a quick note they seen to have stopped growing at this size despite there being quite a bit of sun

    lately, they Re all in different size pots until I can get more but the tomato plants in even smaller pots than this one pictured is exactly the same height and even one in a bigger pot.

    i read you shouldn't feed tomato plants when so small but wondering if this is a problem, the pot size confuses me though as surely the plant in the bigger pot should be bigger as it could consume more nutrients etc
