Hopeless Euphorbia help

Does anyone have a clue what might be happening to my Euphorbia?

I have 6 or 7 of them in the garden (full sun, reasonably conditioned clay soil) that were planted about 3 years ago. About half of them have flourished, the rest make an effort in spring but are very sick looking, often the flowers start to form but then go brown and crispy, and just generally look bedraggled.

There's no evidence of any obvious pest, and there is no pattern as to where they are planted in the garden as to how they perform. I did replace a couple last year and there was no obvious root issue (but I can't remember which ones I replaced to see how they're doing now!)

Here's a picture of one of the sorry looking ones-

whereas this one is about 1.5m away in the same bed...

If anyone has any bright ideas before I give up and get rid of them I'd be all ears - they are one of my favourites in the garden.
