Reviving a lawn

Hiya everyone.

I'm looking for step by step help if possible as i'm not very good with gardening.

The wet winter has killed virtually all my grass. Gutted as last summer it was lovely.

It's a new build property, 2.5 years old.

My soil is pretty heavy clay and seems now to get totally waterlogged very easily then dries rock hard.

I'd really like to re-seed my lawn ideally but honestly, i dont know where to start.

I'm not in a position to pay people to do it so would like to do this as cheaply as possible.

Any help can offer would be fantastic.
