Can anyone identify this black fly on Portugese Laurel

I noticed these black flies on my Portugese Laurel today. There seems to be 5 or 6 per tree from what I can see (the trees are about 4ft-5ft)

Does anyone know what they are?? I'm new to the whole gardening world!

    I was more concerned in case they were going to do damage but now looking into the St.Marks fly, it seems they are no cause for concern.
