Dump/boundary/advice needed

Hi I need some advice. My neighbour to the back of me and I have a brick wall and he uses it to dump everything grass, sawdust from cleaning out the animals, black bags, sticks etc. The dump is now higher than the wall and stuff is falling into my garden. I have also had a problem with mice this year and was told they love places like this dump. It's also interfering with my view out the kitchen window as its all I can see and I don't want my son going out there to play as he likes climbing on the wall/tree where the dump is located. Does anyone have any advice. I've been told he's not very approachable so don't want to talk to him until I have all the facts. I've looked on websites but getting no where. I'm based up in Scotland if that makes a difference. Thank you

Definitely contact the council, that is a rat hazard and the council will know that.

    Defoe contact council....

cannot stand ignorant people who think they can just abuse what they have and cause a possible hazard for other people and their families.

surely it's not that hard to manage garden waste etc lazy blighter

Thank you all. I am going to see what the council say and hopefully something can be done. I don't know why he can't use a compost bin. I've had such a problem with mice which isn't ideal but I really don't want rats. I don't want to have to put up fencing as it'll take away from the view. It's just very annoying and fristrating
