Nevertheless, plants are affected by wind. The stronger and the colder it is, the more likely it is to damage foliage, causing it to dry out and crisp up. If it is salty as well, they can really suffer. So although the wind chill isn't so technically important, if it feels bitingly cold to you, it won't do your half hardies much good either.
