Mystery disease?

Hi there,
just moved into our new house and was looking round the garden properly over the weekend. We have a mystery shrub and it appears to be covered in some fungal disease (i think!)
can anyone help ID the disease and the shrub, and any solutions if possible

looks fine to me. Lots of shrubs have that fine downy coating. Indumentum springs to mind. I think.
Looks like a variety of Virurnum
