is this grass struggling?

 New to grasses and don't know what to expect.  This grass has produced one healthy-looking shoot so far..  Is this normal?  If not, can I do anything to help it along

In London. Keen but lazy.

    Small plants can take a few years to reach maturity and be the big blousy full grown specimens we like B3  image

    Was it a small specimen you planted? 

    It's a place where beautiful isn't enough of a word....

    It wasn't particularly small. Had quite a few shoots if I remember. I will be patientimage
