Raising lawn level
I have a level lawn that gets boggy (clay soil underneath) and want to add a slight slope to it so that water can run off. I originally added 4-5 inches of topsoil and compost under that but the water seems to just sit on top of the clay but under the soil.
My problem is I have no budget at the moment. The only thing I can get for free is well rotted horse manure so I was thinking of getting a shit load of that (pun intended) with a thin layer of topsoil on top. I can then reseed or re-turf.
Will that be good enough?

think about putting in some proper drainage - it may be impractical, but if it were possible it would solve the problem.
Don't know what the area of your lawn is, but if it's not too big, then a combination of grit and some pipework and a lot of effort on your part would probably do it.
My 120ft lawn slopes down slightly toward the house and the grass is often short and parched at the top and long, lush green and full of moss by the house
