Growing tomatoes and lavender from seed

Hello, I have started growing tomatoes from seed in a 9cm pot and the shoots have come up about 4cm, just wondering if I keep them in there or move them to something bigger. Then I have lavender in 5cm cardboard pots that have come up 2cm, should I move these to something bigger? I've seen Monty taking out individual seedlings before - should I do that or just plant to something bigger. These are both on my windowsill. Any advice would be great - thanks

If all your tomato seedlings are in one pot they need pricking out into individual pots or cells - this shows you how https://www.youtube.com/watch?v=aDJn0O1U14c
Plant them nice and deeply, up to the first seed leaves to produce good sturdy plants.

- there are about 8 shoots in each pot for the lavender but they haven't grown any more in the last week so i'm worried that i need to do something else with them.
If the lavender have more than their two initial seed leaves, then you can prick them out too - into individual pots or modules and let them grow on like this
Put them outside in a sheltered but fairly sunny spot - don't let the compost get too sodden - I would mix some horticultural grit or vermiculite with it to help drainage.
