Dahlias

I have grown some dahlias from seed. They are now in pots and are about4cm high and have 4 or 5 leaves.  I know they can be planted after the frosts but how big have they to be and will they flower and produce tubers this year?  Thank you.

    If they are big and strong, before planting out, they are much less likely to become slug fodder, and will grow away much better.

    I have grown some dahlias from seed.  I thought they were doing well but now they are out in the coldframe (i am in France) the leaves have been nibbled - no slugs seen.  I have sprayed them with soapy water but no real improvement.
