I once had the same problem with a climbing hydrangea. The lovely man at the Malvern Spring Show suggested an early (late Feb/early Mar) once only application of tomato food which he said was good for all flowering shrubs. So, the following year I followed his advice and I've never had any problems since. In fact, I give all my flowering shrubs a weak slosh now. You may be able to coax a few out but it may be a little late...it can't hurt to try! Good luck!
