This has been growing out of control for the last few years and I hav no idea what to do with it. Can I cut it right back and will it regrow?

Is it a Hebe?  If so, should be able to trim back once frosts well behind us.

they're a bit temperamental about being cut back hard.

Unless you have to , I'd not.

I agree.  Try a small bit if you need to and wait to see what happens. Any trimming will affect the natural shape.

You could remove some lower branches completely and reduce it's width that way. As Hosta says - they can sometimes give up the ghost if cut back too far, although the smaller leaved varieties like that are usually tougher than the larger types.

    Tom, snap!

Here's a thread where Verdun has just given me advice about maintaining a hebe that might be useful: http://www.gardenersworld.com/forum/tools-and-techniques/maintaining-a-hebe/962376.html
