What is this?

And more importantly what do I do with it?  It thought it was something that got on all by itself but it's looking more brown than green and I wondered whether it's something I need to cut back each spring (or something) - I honestly don't know.  Or do I comb it out?  Or is it hungry? Or beyond redemption and needs to be dug out?

    Could be Arundo Donax var. versicolor? If so it is evergreen and needs damp soil and shelter. lt may have lost some leaves because of cold weather or getting too dry.
