We all get spells in our life when our garden runs away from us for a while.
Jasmine is quite an amenable beauty and usually reacts really well to being cut back. A feed of Fish, Blood and Bone will help it along

It looks like it's common Jasmine. I will treat it with a bit more care now, cut it back, feed it and look after it better.
