I wouldn't think so, don't think the stems are quite woody enough to support it. You can get taller ones for border use, which are also hardy, unlike the cushions, but you have to track them down, they are currently very unfashionable
There are old varieties such as 'Clara Curtis' and the 'Pennine' range and you can get seed for the Koreana ones from Chiltern.
