Well your mum's neighbour has acted irresponsibly firstly. The prevent the run off they should have installed a drainage ditch at the edge of the patio to carry water away. It would be an idea to approach them, explain the problem and see if they will install a ditch. Legally they would be responsible for any damage caused by failing to install a ditch.
If you get no success, all you can do in put in a trench on your side of the fence. It doesn't have to be deep or wide. All you do is dig down a foot lay a perforated pipe and cover with pea shingle. But it can be expensive.
Ultimately your neighbour is responsible for damage and any costs involved for rectification of the issue.
Yes, we know that - but he is an 87 year old man, and otherwise they live very happily side by side. When he did it mum decided to not confront them - but it is a permanent mess. Any suggestions for something that would soak up the water without being irresponsible ourselves (eg willow!) ?
