I have cut mine back to about 12" above ground level where there are 2 bud. Should I cut to ground level to encourage new shoots to emerge from below ground?

It will regrow. train in any new shoots to where you want them.

I did feel like a murderer but it wasn't my plant. I will be looking after it from now on so it's gonna be fine.
