I too have tulips that bloomed immediately upon poking head out of the ground. Some even while still partially under ground. None of these were dwarf tulips. All were normal last year.
Some of mine planted last autumn are flowering on very short stems, but I think Fairygirl and others are probably right and you have some of the short-growing forms, greigii hybrids. In which case they will only ever flower a. early and b. nearly at ground level. If you want tall, Grannybee, you'll need to add more tulips next year, and look out for the 'Single Early', 'Single Late' or 'Lilyflowered'. This is a brilliant website which bankrupts me every year.
