Problem - shrub seems to be dying

Last year we planted 7 shrubs in a row in the same bed in front of the house. Six of them appear to be fine but the seventh is very poorly. If anyone can suggest what is wrong with the plant and any reason why this may be happening I would really appreciate any input. Thanks
