Large school allotment raised beds

Hi guys. Can someone tell me what I should dig into the beds to enrich the soil? Can I put horse manure on and does it need to be rotted down? last year,  all I have been doing is planting in using multi purpose compost, but this year I'd like to give it a bit of umph! 

Also, what veg should I avoid planting in the same spot as last year?

    The manure does need to be well rotted, not smelly, black and crumbly. Don't use it for carrots and parsnips. Best to have 2 or 3 beds and rotate the crops. This is a guide from the RHS. https://www.rhs.org.uk/advice/profile?PID=124
