Clothing a blank fence

Hi everyone.  Can you help please?  I am looking for ideas to clothe a 2.5x13 metre metal fence.  It is for a primary school so the shrubs have to be safe for children, interesting and colourful all year round.  A tall order I know but your ideas will be very much appreciated.  Many thanks.
