Identify please

Hi Folks, does anyone know what this is please and if the seeds can be germinated and also if the seeds are in the dead thistle heads? I have put one in a pot weeks ago with damp soil, covered with cling film in 15-20 degrees and nothing has happened! 

Any advice great fully recieved, thank you.

    I've grown them from seed . Keep the compost just damp, and I'd not use cling film ( I know I didn't ) Lots of light and keep them warm.

    Too big for  Echinops, definitely Cardoon. I have Hosta's seeds on the go, hope they germinate.
