Yes, Budleia can be cut hard which will encourage new growth and shape to the bush. If you dead head as soon as the flowers fade then a second flourish of flowers will be encouraged.
I dead head the flowers, then in autumn I cut the plant back by about 50% so that the branches don't blow about and snap in the winter winds. Then in March I cut it back by about another 50%. In fact I did just that today.

Dead heading the white ones, in particular, is a good idea - they look rough when the flowers turn!
I do the same as LF and Dove re pruning, but you can hack to the ankles and they come back.

I dead head in the autumn or they will self seed everywhere, then hack down to about a foot in March.
Same as Leadfarmer - the plants grow on roadsides and pop up in the garden in unexpected areas too.
