Soil conditioner question

Hi, My garden center has a huge pile of soil conditioner which they are selling very cheap. I contacted them to ask them about it and they said it is made up of mainly composted garden waste so is very high in nitrogen. My question is as this is high in nitrogen could this be used as a mulch around my borders? I know plants need more than just nitrogen and I don't want them just making lots of foliage. Would this soil conditioner not contain everything normal garden compost contains? The woman I spoke to said this it is more to improve soil structure and drainage etc. Also why would this refer to this as soil conditioner rather than compost?

    I think when I go there I will ask more questions about it. But it is very well composted it is black, fine and crumbley with no chunks of anything that is still decomposing and as soon as you move it there is steam coming from the inside.

    It is I think £1 for a large bag of it. I cannot store it until the autumn unfortunately :-/
