Pest on greenhouse pepper plant

Hi

I was wondering if anyone could tell me what this bug is on my pepper plant. It is slowly eating the leaves, often folding them over and leaving what looks like spiders webs. I often see dropping but not the bug itself. I do find the chrysalis on the leaves (please see attached image).

Is it worth using a soap solution or any other form of treatment?

    caterpillar of some sort, pick off and dispose of.

    Could be but I can't see anything. Only easily visible signs are the pupae, leaf damage and leaf folding/webs.
