  Yes you can buy if you collect seed from own plants they won't come true, marshalls seeds sell them. It will take a couple of years before their good plants to plant out, but it is cheaper

  strictly speaking no. Cultivars,  Munstead Dwarf is a cultivar of L. angustifolia, do not come true from seed.

  But unless you want a very regimented row it's not worth worrying about.
