If you have a large garden, just tackle a small area at a time - digging, digging and more digging until you are sure that all the roots have been dealt with before going on to the next area. Personally I don't like weed killers but if you want a quick result then Dave may have the answer with his roundup.
Yes - it certainly will Lin! We have common ivy growing in our garden - some of which is growing in the lawn! More weed than grass on our lawn - daisies, primroses, clover you name it and it can be found on our lawn! I have been known to buy some small pots of variegated ivy to add to pots and tubs of display flowers - much to my husband's disdain!
