....The comment about the cut edged of the laps being upwards really doesn't make sense as we are seeing the back of the fence so of course the cut edge is up - it's down on the other side. ....

I've been having a think, looking at our fences and trying to remember properly what the chap who installed our fences said ...... it was that the cut edge should be at the bottom on the side of the fence which faces into the prevailing bad weather ........ that makes more sense ...... ignore what I said earlier
He also said that if the posts are bedded in with concrete the concrete should be proud of the surrounding soil and bevelled downwards to prevent water collecting around the base of the post.

I wouldn't offer to pay towards it,they might think that your admitting that its your falt,it's their fence they pay.Even the newer ones don't look right

I will goto the neighbour and tell him that multiple gardeners have informed me that the fence fell because it was put in unprofessionally, it's also old, there had been very bad weather (like the 55mph winds we've had) and the little bit of honeysuckle was not responsible, therefore he must cover the costs himself.
We did actually pay for the end two panels, which I'm deeming as a gift, but will refuse to pay anymore.

I've only just read this thread Henry and I'd agree with the other comments. That's a very poorly constructed fence. People are chancers
He sounds like he's looking for a convenient way of getting the job done properly. He probably won't take kindly to you saying his fence is a heap of **** though, so you may have to be careful!
It's a place where beautiful isn't enough of a word....

Thank you very much for your help everyone! The end two panels came down and my Mum paid for them, she did that without me knowing.
Then more fell down when we had those 55mph winds and he claimed again, so I decided to seek advice, so glad I found here and you wonderful people!

Looks like you've got Greater Bindweed there - is it coming through from the next door neighbour's garden? I'd complain about that if I were you
