Pruning roses this year

I have a large number of roses of various varieties and types and normally prune fairly hard in early March ( I live in North Yorks). This year due to the mild winter, the plants have never really been fully dormant. Some shrub type roses have now put on vigorous new growth, others have never shed all their leaves. Should…
