How old is it Rosemary, where do you have it planted and what sort of soil is it in? They do need a bit of shelter from wind, so an open aspect is not ideal.
It is 15 + years old, in a sandy acid soil planted in a sheltered position.
It might need a good feed then - sandy soils lose nutrients easily. Try giving it a mulch with well-rotted farmyard manure - about 2 inches deep in a circle of about 6 feet diameter around the trunk would do it the world of good. Don't let the manure touch the trunk. It's best to grow trees with circle of grass and weed-free soil around the trunk if you aren't already doing that. If you are already doing all of the right things then please post a few photo's (at least one close-up of both sides of a leaf) as we may be able to spot any diseases.
