Fungus like growth on Coleus

Hi,

White fungus type growth is attacking my coleus plants. It doesn't look like powerdy mildew, but I'm not sure. I'm attaching a picture of the growth. The white things may look like some bugs but they are not.

Can somebody tell what this is and if its possible to cure it at all? I tried using common fungicide but that has had little effect.

Thanks for the heads up, Bob. Since those bugs NEVER moved, I thought those were some sort of fungi. Now I know what I'm up against.

They grow very easlily from seeds, why not start again in March.
