No flowers on my potatoes?

My new potatoes have been in their sacks for at least 3 months now. Lots of TLC with water and feed, so where are the flowers? I understand I have to wait for them before I start digging. Did empty out one sack a couple of weeks ago, plenty of potatoes, but small

Not all potatoes produce flowers (not sure why - think I knew once but have forgotten
) - have a furtle around and see if you can feel how big they are now
