I live in the East Midlands
Percy Thrower used to say prune hybrid tea roses in early March. That's roughly when I do it - give or take a week or so either way.
Gardening in Central Norfolk on improved gritty moraine over chalk ... free-draining.
I've always pruned in late Feb/March, here in France and when I lived in Kent. Here my roses are flowering in May.
I live in Scotland and get frosts until late May or even June. As such the main chop would not be until the first flush of flowers are coming through! Generally we do a hack back in the autumn (to limit the wind damage) and then April time go with the main prune to get the shape for the coming year and get rid of any dead or weak growth. One point of note would be not to hard prune young roses (i.e. 1 - 2 year old) and let then establish.
