Buddleja davidii White Profussion

For the second year our Buddleja has failed to flower, on examination of the flower heads they look to be shrivelled and undeveloped, no evidence of greenfly, anybody any ideas what it can be?

Maybe last year was too wet and this year too dry... I'd go out and buy a plant that is flowering now and get rid of old grumpy. Life's too short to mess about with a buddleia that won't flower.
